Abstract

This study on the strategy for effective utilization of Information and Communication Technology in Accounting Education in Niger Delta University shows that the university have Information and Communication Technology facilities and that these facilities are used for educational purposes (research and learning), communication purposes, recreation and computation of result. The respondents stated that constraints to the use of Information and Communication Technology in the university include irregular power supply, lack of Information and Communication Technology skills, high cost of Information and Communication Technology facilities, poor funding, constant breakdown, and lack of awareness. It was recommended that the government should be engaged through advocacy to make laws and provide funds for Information and Communication Technology development. There should also be adequate training of staff and students to facilitate effective use.

CHAPTER ONE

INTRODUCTION

1.1   Background to the Study

In this world of globalization, every activity is tag longed toward Information and Communication Technology. People communicate and pass instructions from end of the world to another in seconds with the help of modern information technology (Oyadre 2004).

Wali (2001) defined information and communication technology comprises of various kinds and sizes of computers, the computer are connected via telephone to facilitate the storing of data they house. The data comes in many forms, text, sounds and pictures.

This definition is seeing information and communication as a means of communication facilitated by computers in a common network and gathers or collected data from a common data base.

Communication is a major tool used in the teaching and learning process between teachers and students while transferring and impacting knowledge by the way of information.

Strategy is the process of planning something or carrying out a plan in a skilful way. Strategies are defined by the Oxford advance learner dictionary the edition as part of plan that is meant to achieve a particular purpose. This implies that the utilization of information and communication technology (ICT) in accounting education require a processing of planning with such skills that will result to the achievement of specific objectives of goals.

The objective of information and communication technology as outlined by Osunade & yara (2005) includes providing vest volume of information across the globes within seconds and on time. This means research work, storage of relevant information at a high speed, less state and easily retrieved and safe custody of learning and information materials can be achieve.

In Niger Delta University an information and technology centre is established, with the sole aim of having its students being trained along with their special trade of study. This objective can be achieved if it is well planned. However as a student of Accounting education, the focus of student is based on how but had the student benefited from the I.C.T programme. The answer is not far-fetched because without a proper plan the student will not benefit.

This call for analysis the strategies (if any)they are setup to incorporate information and communication technology (ICT) training programme or courses work into curriculum of accounting education programme of the university.

Effectiveness is how achieve research are utilized in a manner that will produce the desired result for the intended society (Tamonmiob and Zeb – Obini 2009). In discussing the relevance of efficiency and effectiveness is result grieved, output, based and goal in management decision making process.

It therefore implied that whatever strategy the management of the university will adopt can only be measured with the extent of achievement of set of goals for accounting education students.

Therefore the university needs to follow the following steps in proposing any strategic plan on Information and Communication Technology and Accounting Education as provided by ICAN (2009):

Determine the objective of the university and the department.

Identify all possible course of action

Collect data in result of each of the alternative actions available

Analyse, summarise and present data in a form suitable for effective decision, making

Arrive at a decision, taking into account quantitative and qualitative social, cultural normative and psychological factors.

Highlight the different between planned results and actual results

Take necessary corrective action that will improve performance or lead to adjustment of the original plan (Obrien 2002)

1.2  Statement of the problem

Information and Communication Technology has many benefits for student’s research and the lecturer alike. Again it improves a broader career opportunities for the accounting education student upon graduation if being well taught at school.

The ICT centre at the Niger Delta has good facilities but under-utilized for lack of good strategies on how best to utilize them for the good of its students. For proper accountability and utilization of facilities for effective teaching, the problem of providing and implementing such strategies that will lead tothe utilization of the ICT facilities in university for the benefit of the accounting education student has been a problem for most universities. It is possible that the mode of finding curiclum development, strategy improvement and lack of ICT trained facilitators affects its utilization. This work therefor is to identify strategies for effective utilization of ICT in universities.

1.3   Purpose of the Study

The main purpose of this study is to determine the strategies for effective utilization of Information and Communication Technology (ICT) facilities in Niger Delta University for the training of Accounting Education students.

Specifically the study is to determine whether;

  1. Awareness of student is a strategy for effective utilization of information and communication technology centre of Niger Delta University.
  2. Provision of information and communication technology facilities and funding is a strategy for effective utilization of information and communication technology in Niger Delta University.
  3. Training of student is a strategy for effective utilization of information and communication technology in Niger Delta University
  4. Lack of trained information and communication technology (ICT) compliance lectures affects its utilization in training accounting education student in Niger Delta University

 

1.4   Research Questions

The following research questions will be answered in the study:

  1. How does student’s awareness on Information and Communication Technology affects the effective utilization of the (ICT) in training Accounting Education students in Niger Delta University?
  2. How can Training of student be a strategy for effective utilization of Information and Communication Technology in Niger Delta University?
  3. To what extent does insufficient funding and lack of Information and Communication Technology facilities affective the effective utilization of Information and Communication Technology in training accounting education student in NDU?
  4. To what extent those lack of trained Information and Communication Technology compliance lecturers affect effective utilization of Information and Communication Technology in training Accounting Education students in Niger Delta University?

1.5   Research Hypothesis

Ho 1: There is no by relationship between strategy implementation and Information and Communication Technology utilization in training accounting education student in the Niger Delta University

Ho 2: Funding has no significant effect on the effective utilization of Information and Communication Technology in training accounting education students in the Niger Delta University.

Ho 3: There is no significant relationship between the strategic use of ICT and training of students and trainees of ICT unit for Accounting Education students in Niger Delta University.

1.6   Significance of the study

Many authors have written on Information and Communication and its values to communicate and educate. However, few suddenly mention Information and Communication application in non-computer science related course. This study is concerned with Information and Communication as it relates to the student in accounting education programme in the Niger Delta University. It will provide a literature on the above area for computer and accounting education student and lecture for that special knowledge.

The management of Niger Delta University and the academic planning unit and the programme officers for accounting education will equally benefit from the study.

1.7   Scope of the study

The study focused on the strategies for effective utilization of Information and Communication Technology in Niger Delta University. It encompasses students, Information and Communication Technology, ICT oriented lecturers amongst others.

1.8   Operational definitions of terms

Strategies: A method or plan chose to bring about a desired future, such as achievement of a goal or a solution to a problem.

Effective: Producing a strong impression or response. Adequate to accomplish a purpose, producing the intended or expected result

Utilization: It’s the state of having been made use of. It is the primary method by which assets performance is measured

Information and communication technology (ICT): It is a computer  enhanced communication system. It is concerned with the storage, retrieval, manipulation, transmission or receipt of digital data.
