Abstract

This study determined resource management and effective administration of principals in Nembe Local Government Area of Bayelsa State to ascertain how effective administration can helps principals manage their school effectively. The survey design was adopted for the study. The population of the study is 12 (twelve) principals from all the schools. A self structure questionnaire was used and simple percentage and arithmetic mean was used for data analysis. Findings revealed that poor infrastructural facilities is one of the major problem that affect Effective Administration of school. Recommendation made include; there is need for massive increase of public spending in education at all levels; federal, state and local government.

CHAPTER ONE

INTRODUCTION

1.1   Background to the Study

Today, the society is in a state of continual change, with one change leading to another. Education, as the foundation of all societies and the globally competitive economies, is the most efficient way through which a society can face the challenges of today and tomorrow. It is the best instrument for reducing poverty, inequality, improving health, enabling the use of technologies, creating and spreading knowledge (The World Bank Groups, 2004).

According to Auchomonye (2006), it is the positive preparation for life and in life. Suffice it to say that well administered education would equip the individuals with the capacity to understand and adopt to the new problems and the changing situations, awaken intellectual curiosity, encourage their spirit of inquiring and make them inventive, self –reliant and resourceful.

The efficiency of human resource management in Nigerian schools is being called to question both within and outside the profession. Many dedicated educationist will fully admit that the school resources are being mismanaged and underutilized simply because the schools lacks or here is shortage of qualified personnel and management resources needed for the improvement of instructions. Consequently, many devoted educationists in all institutions are seriously in demand of dynamic principals who are compliant to search for professional growth. This growth coupled with development becomes necessary in order for school administrations to know the rudiments of proper management of school resources. This is because education is an indispensable ingredient of development and a fundamental right of every individual.

Also, as a power- catalyzing agent, it provides mental, physical, ideological and moral training to individuals, so as to enable them have full consciousness of their purpose in life and equip them to achieve that purpose. Rao (2001) noted that there is an immediate and urgent need for giving education to the people in order to build up future. It is synonymous to learning instruction, teaching, acquiring knowledge and guidance. The success of every educational system depends on the quality and quantity of its factors of production- human material resources of all the factors, the human resource appears to be the most important because without human efforts, all other factors will not be properly place. This is why it is necessary to train and retrain the staff of any organization for better production.

According to Perelemode (2001), training is a planned organizational effort concerned with helping an employee (teacher) acquire specific skills, knowledge, concepts, aptitudes and behaviours to enable him/her perform more efficiently on his present job, that is to improve on the performance principal is the primary leader in a school.

Hanif and Saba (2002) posits that “The Success of our education depends on trained staff. We cannot replace trained staff with any other type of instructional Material. The importance of staff in any organizational system cannot be over-emphasized. This is because the quality of staff in any educational system determines to a great extent the quality of the system itself, and professional staff in particular area crucial to the formulation and successful implementation of education policies and programmes in any country.

However, teaching is high valued social services in every country of the world. Staff are indispensable in the effort to develop the nation. The business of the school is the teacher. Administration is indeed a challenging task and the principal is the main factor in the running and management of the school. (Peretemode (2007). This has explained why our federal republic of Nigeria (2004) stressed the need to accord teacher education a prominent place in educational planning. The policy further maintains that among other things, the goal of administration (principals) should be; to produce highly motivated conscientious and efficient classroom, staff with intellectual and professional background, adequate for their assignment and to make them adaptable to any challenging situations, not only in life of their country but in the wider world.

Federal republic of Nigeria (2004), stipulates the objectives of secondary education, caliber of staff to teach them and their qualifications, as well as the curriculum content and methodology to be employed. The secondary school in Nigeria operates within the guideline provided in this document.

1.2   Statement of the Problem

Secondary school management is a major task to the administrators (principals) in every school. Through effective management in schools exhibited by teachers and principals, students learning will be facilitated. But in recent times, we discovered that such is lacking in virtually all secondary schools. Scholars have attributed this declining trend to a number of factors such as lack of qualified and trained teachers, lack of funding, lack of school facility, poor infrastructure.

The problem has affected performance of students and also teacher’s effectiveness and the smooth running of the school. Therefore, the problem of this study is to examine resource management and effective administration of principal of secondary schools in Nembe Local Government Area.

1.3    Purpose of the Study

The main purpose of this study is to identify resource management and effective Administration of principal of secondary school in Nembe Local Government Area, specifically this study was to determine whether;

  1. Poor infrastructure is a factor affecting administration of secondary school.Poor funding is a factor affecting the effective administration of secondary school.
  2. Lack of qualified teacher and discipline are factors affecting effective management of secondary school
  3. Lack of school facility is also a factor affecting the effective administration of secondary school.

1.4    Research Question

  1. How does poor infrastructure affect secondary school administration of the principal?
  2. How does poor funding affect effective secondary schools administration?
  3. How does unqualified teachers and discipline affect management of secondary school?
  4. How does school facility affect the effective administration of secondary school?

1.5   Significance of the Study

This study which aim at identifying resource management and effective administration of principals of secondary schools, the following institutions and bodies will benefits from the study; Bayelsa State Government, the secondary school Board, Principals and researchers.

The findings will serve as a useful tool to principals on how to manage and maintain the available resources. It will also create awareness to the government other to make provision and also improving administration process in schools in other to realize the educational objectives.

It will enable the state government and primary school Boards in the planning and budgetary allocation to the secondary schools.
Finally, researchers will benefit as it will add to the volume of literature available and related to the work and thereby widen her scope.

1.6    Scope of the Study

This study is confined to principals in some selected secondary schools in Nembe Local Government Area of Bayelsa State. The area covers resources management and effective administration of principals of secondary schools.

1.7    Operational Definition of Terms

Resources Management: Is the efficient and effective deployment for an organization’s resources, when they are needed such resources may include financial resources, inventory human skills, production resources.

Effectiveness: Is the capability of producing a desired result, it means it has an intend or expected outcome, or produces a deep, vivid impression.

Administration: Is the process of maintaining and supervision of the school.

Principal: Is the head of a primary or secondary school

Secondary school: A place where young people between the age of 11 and 18 go to be educated.
